How do I use this TH18 base link?

Tap Copy base link, then open Clash of Clans. The game reads the link from your clipboard and offers to load the layout into an empty layout slot, where you can save it as your home village, war or Builder Base layout.

Does copying a base layout get you banned?

No. Layout links are an official Clash of Clans feature. The game generates them from inside the layout editor and Supercell built the sharing flow on purpose, so using one is no different from copying a layout you saw in a war replay.

Will this layout still work after the next update?

A layout keeps working until Town Hall 18 gains a new defence. When an update adds one, the link still loads and the new building sits outside the walls for you to place. Check the date on the layout before trusting it in a war.
