Town Hall 3 is over before it starts, and that is the point. Everything is cheap, the single builder you begin with is enough, and the only real decision is whether to spend gems on a second builder, which is the best value purchase in the game at any level. Wall Breakers arrive here and immediately change how attacking works.

Troops, spells, sieges, heroes and pets only. Hero equipment is left out on purpose: the game data gives most pieces the tier the equipment system arrived in rather than the tier they actually unlock at, and a list that says otherwise would be guessing.
